What changed?
In a written reply to a parliamentary question on 8 April 2026, Deputy Prime Minister Gan Kim Yong, Chairman of MAS, stated there were 1,338 VCCs managed by licensed fund managers and banks as at 1 April 2026. The reply also disclosed that in 2025, 25 VCCs were found to have held no assets without valid reason, and their fund managers were directed to de-register them.
Why it matters for fund managers
This is the first concrete enforcement outcome following Circular IID 04/2025's expectation that dormant VCCs be wound down. The message is unambiguous: a VCC is not a shelf vehicle, and MAS is checking. It is also the most current official count of the VCC population.
